Speaking to reporters in Brussels after a meeting of European Union foreign affairs ministers, top EU diplomat Federica Mogherini said that "the EU and its member states never recognised as legitimate the presidential elections that were held previous year [in Venezuela]".
"Unfortunately we are still under a dictatorship in Venezuela at the moment". Norway, not an European Union member, said it also was not recognising him. "I would like to reaffirm. our actions and our co-operation with the Lima Group, along with Canada, and all the countries".
Canadian Prime Minister Justin Trudeau Monday pledged Can$53 million (US$40 million) in humanitarian aid for Venezuelans amid a deepening crisis.
Canada has already contributed $2.2 million for the humanitarian crisis that's forced some three million Venezuelans from their homes, sending ripples across the region - particularly in neighbouring Brazil and Colombia, which are now faced with a refugee crisis.
Trudeau said the money will go toward addressing the basic needs of most Venezuelans and assisting more than three million Venezuelan refugees overseas.
"We know that the people of Venezuela are facing tremendous hardship and they need our help, as do the countries who have taken in those fleeing violence", Mr. Trudeau said.
"If anyone believes that his management of the economy is in any way an example of how to go about it, then they need their heads examined".
Maduro is supporting plans for a meeting of Latin American and European Union states in "Contact Group" talks in Montevideo on Thursday.
"Individual EU Member States will acknowledge Mr. Juan Guaido, President of the National Assembly, as President ad interim of Venezuela", the proposed joint statement said, calling for "free, fair and democratic presidential elections".
